Sabotaj Dakwaan @cmlimguaneng Tutup Kegagalan Sendiri

PRESS STATEMENT BY

THE MINISTRY OF TRANSPORT, MALAYSIA

With reference to a recent statement made by YB Lim Guan Eng, the Chief Minister of Penang, accusing the Ministry of Transport of sabotaging Penang’s tourism industry in relation to Star Cruises’ exit from Penang, the Ministry of Transport would like to state clearly, the facts of the matter, as follows:

1.    As per the recent news reports on this matter, the said cruise ship operator has clearly stated that their decision to move their cruise ship, SuperStar Libra’s home port to Xiamen, China was purely business-centric and a review of their fleet deployment in the Asia Pacific region.

2.    This decision was part of the company’s efforts to optimise fleet capacity and meet the seasonal demands of the market.

3.    Hence, clearly the allegation that the lack of incentives from the Ministry of Transport is to be blamed is completely unsubstantiated.

4.    As a matter of fact, MOT has exempted cruise liners from the cabotage policy whereby the cruise liners are not required to apply for a domestic shipping license when plying between two or more ports in Malaysia.

5.    This is another clear effort by the Ministry to promote cruise tourism.

6.    What needs to be highlighted is the fact that the Swettenham Pier Cruise Terminal (SPCT) is indeed in need of an upgrade.

7.    Catering to two big cruise vessels simultaneously at SPCT’s 400 meter berth is difficult given the space constraints and this has had an indirect impact on the availability of berthing space in SPCT.

8.    To cater for more vessels as well as larger vessels, there is an urgent need to expand the berth.

9.    However, the restriction in terms of land area has been a hindrance.

10. Since 2010, when SPCT started operation, the Ministry of Transport as well as the Penang Port Commission have requested for a land title to be issued in order to expand the cruise terminal.

11. The State Government’s refusal to issue a land title has hampered our efforts to enhance and upgrade the facilities in line with our vision to not only retain current cruise liner companies but to also attract others to utilise Penang both as their home base as well as a port of call.

12. The Ministry is keen to develop the terminal, however, this is clearly not a one party matter, and we need the State Government to cooperate as well.

13. As such, unfounded allegations against the Ministry is really irresponsible.

14. The Ministry would like to urge all parties to seek clarification prior to making statements that, in this case, has clearly created unnecessary confusion among the general public as well as investors.
